The BAP is responsible for setting long-term goals. It’s the only person involved in the project who would know the time-frame of the goals (if he really wants to be involved).

The BAP wants to reduce deforestation by 20% by 2020, and it wants to raise forest quality and productivity by 50% by 2020. To achieve this, the BAP has embarked on a massive scheme to buy land in Malaysia. This is the so-called land swap which is supposed to result in a net gain of 10,000 hectares of Malaysian forests by 2020. The BAP is not interested in buying land at the moment because it wants to buy them later.

The BAP is the Malaysian government’s primary push to control population growth and is also a government agency that was instrumental in the Bornean state of Sarawak’s signing of a controversial peace deal with the rebels in the early 1990s. This peace deal gave the government the right to kill any Sarawakian they wanted for any reason. The BAP claims to want to “clean up the forest”.
