The problem with this is that, by definition, it’s impossible to get the job done by the people you have in office. It’s like making an executive decision based on the opinions of people you don’t know.

Congress is the most powerful body in the United States, and is one of the most influential places in our society. The power of Congress is so great that when it comes to the national budget, legislators are not even allowed to take any input from anyone outside of the official committee room. With the way things are going, it’s a wonder that the U.S. House of Representatives has any representatives left, let alone the Senate.
To be sure, this is not true. A few years back, the Senate actually passed a bill that would have allowed senators to ask Congress for advice and suggestions on how to make the budget. That had the effect of making Congress less powerful, because the people who made it all work would not have that sort of advice. The same thing is true for the House of Representatives.
The only thing that Congress does that is less than ideal is pass bills that are passed and signed into law by the president. But other than that, the U.S. House of Representatives is a very different animal than the one that governs the rest of the U.S. In the House, the majority party is not necessarily the party with the most votes. That’s not to say that the minority party has no influence. That is to say its minority party.
In the United States, you can have a majority of the House of Representatives and not have the votes to pass a bill. That means the majority party usually doesn’t have enough votes to pass a bill. But if they can sway a few House members to vote in favor of a bill, it can become law. In this case, it’s the Republicans who are doing the swaying, because their party controls the majority of the House so they can get their way.
The Republican party has controlled congress since before the 20th century. They control it now just because they’re the party of the white male. So when they say they’ll vote for a bill, it always means they’ll vote against it. And when you see the bill on the floor, they’ll bring in the Republican majority. It’s like they’re playing a game that has to be fair with the other side.
Congress has no “loyalty” at all, they have no “civility.” The reason they are so easily manipulated is that the party that controls the majority of the House, the Republicans, has a clear agenda. If you are a member of congress, you are not able to use your power to change or influence policy. You have to use your power to be the party of the GOP.
